Frances Dobbs

Frances Dobbs passed away on August 13, 2026, in Orange Park, FL. She was born on October 30, 1948, in Santurce, Puerto Rico, to the late Francisco Colon Santiago and Belen Pol Maciera.

Frances earned her Master Cosmetology License and worked at JC Penny’s as a Master Hairstylist. She loved her grandchildren, gardening and her feet in the sand at the beach.

Family members preceding Frances in passing are her husband, Dennis M. Dobbs; her parents, Francisco Colon Satiago and Belen Pol Maciera; her sister, Petra Serrano and nephew, Scott Barbes.

 Frances is survived by her loving son, Leonardo A. Velez, III and daughter-in-law, Cassandra Johnson; grandchildren, Mia Velez, Viviana Velez and Leonardo A. Velez, IV; sisters, Grace Torres and Brunilda Perez; nephews, Jose A. Perez, Jr., David J. Torres, Paul J. Torres, Daniel Serrano and Frankie Serrano; nieces, Wanda Y. Barbes, Mary Jane Torres, Glenda Lee Perez, Sandra Torres and Belen Serrano; special friend, Velma Killette and a host of other relatives and friends.
